Muktidhara

A project named 'Muktidhara' was launched in Purulia district on March 7, 2013 under the administrative control and patronage of SHG & SE Deptt. The objective was to create and maintain sustainable livelihood of SHG members. The project is being implemented in association with NABARD. On a pilot basis, members of 139 SHGs from Balarampur and Purulia-I Block in Purulia district was trained. A 5-member women training team (ACRPs of Rajib Gandhi Mahila Vikash Poriyojana) from Raibarely, Uttar Pradesh conducted the training and awareness camps.

After training, the same number of SHGs has got credit linkage with the Banks. Up to 31-7-2014, 109 SHGs have got the sanction of Bank Loan & 92 SHGs have got the disbursement of Rs. 7585 lakh as loan from Banks in Purulia-I and Balarampur Block of Purulia. One District Project Manager, two Block Project Managers, one Nodal Officer from the District Administration, respective Block Supervisors (SHG & SE), DDM-NABARD etc. are providing necessary support for successful implementation of Muktidhara in Purulia District. The department has now implemented a pilot project (Muktidhara) for Paschim Medinipur in Purulia Model with the assistance of NABARD with a plan to extend the same to other districts later. The Project is aimed at providing sustainable livelihood to the Self Help Groups on their selected livelihood activities viz. – Homestead garden, Poultry, Goatery, Vegetable Cultivation etc. Society for Self Employment of Unemployed Youth, W.B. has been entrusted to execute the Scheme.

Beneficiary: SHG members.

Benefits: Livelihood augmentation of the SHG households by providing support for micro firms and micro enterprises. Skill up-gradation of SHG members in both production and service sectors. Support to individual youth through skill development and bank loan subsidy-linked projects.

Sikshashree

Formerly day-scholar students of class V-VIII belonging to Scheduled Caste category enjoyed two grants namely (a) assistance in the form of book grant and (b) assistance in the form of maintenance grant. The amount of such grants was meagre and did not serve the intended purpose. Further the method of selection of candidates and that of disbursements is cumbersome and time consuming.In order to do away with these predicaments inherent in the scheme and to provide quality assistance to SC students of Classes V to VIII in a smooth, transparent and efficient way, a new scheme of providing assistance to the target group is being formulated in the name of ‘Shikshashree’. ‘Shikshashree’ scheme of providing assistance to SC day-scholars of Class V-VIII is evolved by merging the existing schemes of Book Grant and Maintenance Grant. It is applicable to the day scholars of West Bengal reading in class V-VIII in any Government, Government-aided and all Government recognized schools of West Bengal.The objective of the scheme is to provide financial assistance to the SC students reading in classes V to VIII to improve their participation in Pre-matric stages and minimize the incidence of drop-out especially in case of girl students.

Shilpa Sathi

Investors need to submit an array of application forms to different government departments to get relevant licenses and registrations according to existing procedures. It often resulted in un-necessary delays due to lack of inter-departmental co-ordination. With a view to assist the investors in setting up industries in West Bengal, the Government of West Bengal has launched Shilpa Sathi where an investor can submit a Common Application Form in the Single Window Cell at WBIDC.

Initially, in Phase-I, the facility of Shilpa Sathi is available to investors, who want to set up medium and large industries in Kolkata, Howrah, Hooghly, South24-Parganas and North 24-Parganas districts. ShilpaSathi will assist investors to apply in the Common Application Form (CAF), to obtain licenses and registration from relevant important State Government departments from a single place, which are listed below. For the above purpose, a Single Window Cell (SWC) has started functioning at the Ground Floor, “Protiti”, West Bengal Industrial Development Corporation Ltd (WBIDC), 23. Abanindranath Thakur Sarani (Camac Street), Kolkata -700017.

Officers of the above departments will sit in the Single Window Cell at designated days of the week. They will receive the Common Application Form and related documents and will issue relevant Licenses / Registration after observing necessary legal and procedural formalities according to relevant Acts and Rules.

In Phase-II. the investor will be able to submit the Common Application Form on-line in the Shilpa Sathi and get all licenses and registrations on- line. An online tracking system of status of the online application will also be available in the G2B portal developed for the purpose with IT infrastructure in the State Data Centre.

In Phase-III, the State Shilpa Sathi will migrate to the eBiz, the Single Window Facility being developed by Department of Industrial Promotion and Policy, Ministry of Commerce and Industry, Government of India, which aims to cover all Central and State government departments which issue licenses and registrations required for setting up an industry in India.

Beneficiary: Micro, Small and Medium Enterprises.

Benefits: Online Single Window Portal serves as a digital gateway for providing the necessary services under the applicable Acts, Rules, Policies and Schemes made thereunder from a single point in a time-bound manner.

How To Apply:

  2. Click “Apply Online” to open silpa sathi single window portal
  3. On click of “Click Here” hyperlink
  4. Username Should be less than 10 Characters the same should be Unique.
  5. Password should have one numeric, one uppercase, one lowercase and a minimum of 8 characters.
  6. Both Password and Confirm Password Should Match.
  7. Silpa Sathi will accept the Unique Email ID and the Mobile Number for each user.
  8. After completing all the details click the register button.
  9. On Click of Register Button, Silpa Sathi Portal will show a message as “Email has been sent to” Registered Mail ID.
  10. Check your email you have received mail for validating. Once you verify the mail using “Click here to validate the account”.
  11. “User Validate Successful” message will show. After Validation Successful User can log in using a registered username and password.

Yuvashree

Yuvasree is a financial assistance scheme of the Government of West Bengal for the unemployed youth of West Bengal. This scheme was previously known as YuvaUtsahaPrakolpo (YUP). This scheme was implemented in October, 2013 and is maintained by the Labour Department of West Bengal. The motto of Yuvasree is to provide employment assistance to the unemployed youths of West Bengal for increasing their employment ability and skill.

Sabooj Sathi

Government of West Bengal introduced a scheme titled “Sabooj Sathi” for distribution of bi-cycles to the students of class IX to XII in all Govt. run/ Govt. aided/ Govt. sponsored schools. Students of Class X to XII as covered in the last financial year (2015-16). Students of Class IX will be covered in the present financial year. Target is to cover more or less 40 lakh students in the State. Objective of the scheme is to encourage students in higher education and to reduce drop outs. West Bengal SC ST Development & Finance Corporation has been declared as the nodal agency for procurement and distribution of bi-cycles. This beautiful name for the project came to the Chief Minister’s mind while on her way from Darjeeling to Bagdogra Airport. The Chief Minister has created the logo for the project as well. It consists of a young boy running, with two spinning bicycle wheels alongside his legs.

Anandadhara

The Government of India has launched The National Rural Livelihoods Mission (NRLM) under the Ministry of Rural Development (MoRD). In West Bengal, NRLM has been launched as ANANDADHARA by the Honourable Chief Minister on 17th May, 2012. The agenda is to mobilize the rural poor and vulnerable people into self- managed, federated institutions and support them for livelihood collectives. In addition, the poor would be facilitated to achieve increased access to their rights, entitlements and public services, diversified risk and better social indicators of empowerment. To further these objectives, WBSRLM (West Bengal State Rural Livelihoods Mission), a registered society under the Society Registration Act 1860 has been formed by the Government of West Bengal to implement the National Rural Livelihood Mission in the state.

Gatidhara

The West Bengal Government launched the Gatidhara scheme in August 2014. The Gatidhara scheme was outlined by the Finance Minister in the budget in February. The families with a monthly income of ₹25,000/- or less would qualify for financial support under the scheme. The transport department will interview applicants and draw up a list of eligible candidates. The labour department would provide the money, but the scheme would be implemented by the transport department. The objective of the scheme is to generate self-employment in the Urban and Rural areas of the state through promotion of transport service.

Beneficiary: Unemployed youth.

Benefits: Beneficiaries get financial support of upto 30 % of vehicle cost or upto ₹1,00,000/- as subsidy, women get a subsidy of ₹1.5 lakh. Beneficiaries are given preference in getting permits.

How To Apply: Vehicle-dealers are authorized facilitator for Gatidhara Scheme. Applicant should get his application with all requisite documents processed by the dealer of his choice. Select a financier for loan required for purchasing the vehicle. Vehicle is to be registered within one month of receipt of offer letter for permit and subsidy under the scheme.

Pathasathi

With a view to to pay attention to the sufferings of the people, especially the Women, deprived of any toilet facility while on their journey by road, which is the minimum requirement of a civilised society the present Government is constructing "PATHASATHI" (consisting of Pay & use toilet, Waiting room, Night shelter and Restaurant under one roof) at every 50 K.M. of National Highway, State Highway and other important roads throughout the State. 31 (Thirty one) nos. of such “PATHASATHI” are being constructed by this Department and these are in different stages of construction. Out of 31 nos., with the Financial Assistance of Housing Department, Public Works Department is constructing 12 (Twelve) nos. at an estimated cost Rs. 6.5088 Cr. Rest 19 (Nineteen) nos. are being constructed by the Housing Directorate at an estimated cost Rs. 37.31 Cr.
